Machakos County Budget

KShs. 210 million has been set aside for industrial development in Machakos County budget 2015/2016 and another Kshs. 154,100,000 has been set aside for investment promotion. Indeed, the budget of Machakos County shows that it is a distinct county that is focused on development. Machakos County is not only a true blueprint of devolution but also of Programme Based Budgetting (PBB) in Africa. Let’s look at the budget in detail.

Apart form allocation to the Office of Governor, much of the allocation has gone into development-related activities. The office of the Governor has been given Kshs. 413,395,655. The funds go towards payment of salaries and meeting the day-to-day operational costs of the Office of the Governor.

Machakos County Civil Servants Allocations
The county has set aside Kshs. 200,000,000 to fund the county civil servants car and mortgage loan. The county projects to increase the allocation to KShs. 220,500,000 by 2017/2018 financial year. Kshs. 5,100,000 has been set aside for human resource capacity development.

The county civil servants/ workers can run cooperatives (e.g chamas. The establishment/ the running of county workers co-operatives has been given Kshs. 25,261,669. This allocation will gro to KShs. 27,850,990 by 2017/2018 fiscal year.

Allocation to Development
The County has allocated significant sums of money to the following areas of development.

Trade, investment and industrialization
The County of Machakos is using the trade, investment and industrialization sector to distinguish itself from other counties in Kenya as the most competitive investment hub in the country. Inline to this ambition, the county has set aside Kshs. 154,100,000 for trade and development and Kshs. 210,000,000 for industrial development.

Statistics is a key component in economic planning. Therefore, the county has set aside Kshs. 11,863,326 for economic planning and statistics. The funds will go towards expenses incurred in carrying out surveys, writting reports amongst others.

The county is focusing of completing the construction of a fruit processing plant by June 2016. It is also looking forward to completing 10 market sheds and ensuring that they are fully occupied by traders who will reap from the booming businesses in the market sheds.

In reference to economic planning and statistics, the county government will conduct and conclude a county economic survey with a report released before the financial year ends. It will also develop a database of markets, businesses and investment zones in the county.

Finance and revenue management
In order to seal revenue leakages the county has set aside funds for enhancement of administrative measures.

Education
The county has allocated funds that will see the recruitment of 1000 ECDE teachers and the construction of 80 new ECDE classrooms by June 2016. The county has set aside Kshs. 299,000,000 for the education sector. The allocation for provision of bursaries will be drawn from this sum. This same allocation will also be used to pay salaries of ECDE teachers who are already employed.

Youth empowerment has been given Kshs. 61,672,117. The funds will be used to hold at least 8 Youth summits/forums (at least 1 in each sub county), county ball games competitions, youth celebrations and construction of 3 youth innovation centres.

Road development
The allocation for road development is staggering. More than half a billion shillings have been set aside for road development and repairs. Kshs. 545,673,909 has been set aside for road development. However, a modest amount (Kshs. 276,689,992) has also been set aside for maintenance of county cars and other motor vehicles.

The county will use the allocation for road development to grade 4000km of roads and comple 100 designs. It will also use the funds to mark 1000 kms of roads.

Health Sector

The health sector has been given Kshs. 2,362,873,112. More than half of this amount (i.e. Kshs. 1,512,156,473 ) will be used in payment of salaries to employees in the sector. Much of the remaining amount goes towards running the sector. Very little remains for construction of new health facilities in the county.
