This cadre is the entry level for a diploma holder into the public service.
The Job group H
salary scale 2015/2016 is as folows.
Over the years the government has
been the best and the largest employer in Kenya. As a civil servant, you will
have your weekends, annual leave, paternal and maternal leave, compassionate
leave among others. The government will not turn you into a machine the way
the some private companies does to their employees.
Basic Salary
The minimum basic salary for job
group H is Ksh. 19,323 per month. The maximum basic salary is
Ksh. 24,662 per month.
Remarks on basic salary
Considering the basic salary alone,
a fresh diploma holder who has been employed by the government will earn a
basic salary minimum of Kshs. 231,876 and a maximum of
Kshs. 295,944 per year.
In both cases, the civil servant will make almost or in excess of a quarter of a
million Kenya shillings.
Hardship allowance
The hardship allowance for job group
H is five thousand Kenya shillings. (Ksh.5,000).
NB: Remember that this is a hardship
allowance so you will not earn it if you are stationed in area that has not
been designated as a hardship area.
House Allowance
The highest house allowance for job
group H is paid in Nairobi at Ksh. 6,750. The house allowance is payable per month.
In Cluster
1 areas (i.e Mombasa, Kisumu, Malindi, Kilifi, Lamu, Kwale and Naivasha), the
house allowance is Kshs. 4,500.
In Cluster
2 areas (i.e. Nyeri, Eldoret, Kakamega, Kericho, Kisii, Embu, Garissa,
Naivasha, Lodwar and Nakuru), the house allowance is Kshs. 3,850.
In Cluster
3 areas, also referred to as “Others”, the house allowance is Kshs. 3,200.
Travel Allowance
The travel
allowance should not be confused with commuter allowance. The travel allowance
is paid when a civil servant travels from his/her work station to another area
on official duty.
As an example, If you are stationed outside Nairobi and you travel to Nairobi for official duties then the
daily subsistence allowance is Kshs. 6,300. If you travel to areas under
cluster 1 above, the rate is still Kshs. 6,300.
If you
travel to cluster 2 and cluster 3 areas respectively, the travel allowance is
Kshs. 4,900 and Kshs. 4,200 respectively.
Deductions
There
are two main deductions. These are
- Deduction
of agency fees to the Union of Kenya Civil Servants.
- NHIF
Deductions (NHIF contributions).
The
agency fee to the Union of Kenya Civil Servants is pegged on the basic salary.
The deduction is 1.5% of the basic salary. The deductions are made on a monthly
basis. Therefore, at the minimum salary of Kshs. 19,323,
the deduction is Kshs. 289.85.
The NHIF contribution is pegged on the gross
income.
