For the presidential result question, the results of this form are not used to determine the winner. The winner of the presidential election is based on the first form. The results of this form are used to determine which county is in support of which presidential candidate (i.e. The political demographics). e.g to determine the strongholds and the swing vote areas/counties. The winners of the other positions (e.g. Governors) are also based on this second form.
