Here are the designated/ gazetted hardship areas in Kenya for PSC (Civil servants) and TSC (Teachers).
The legal notice was released in 1997.

Much of the following counties are hardship areas;
Garissa, Mandera, Wajir. Turkana, Tana River, Marsabit, Isiolo, West Pokot and Kitui.
1. Embu County
The sub-counties/ constituencies in Embu county where teachers/ civil servants are earning a hardship allowance are;
- Mbeere North
- Mbeere South.
2 Busia: Budalangi sub county.
3. Baringo: Mogotio, Tiaty.
4. Elgeyo Marakwet: Keiyo North and Keiyo South sub county.
5. Kajiado: Kajiado East (Areas like Isinya).
6. Isiolo County
7. Meru County: Igembe North sub county.
Coast Region
8. Kilifi: Ganze
9. Lamu: Mpeketoni sub county and Lamu West.
10. Kwale: Kinango sub county.
Ukambani Region
1. Machakos County
The hardship areas in Machakos county are;
Masinga and Yatta. Take note that Matungulu is not a hardship area.
2. Kitui
Much of Kitui County (Mumoni is one such area).
3. Makueni
The hardship areas in Makueni County are;
- Kibwezi East.
- Makueni sub county.
- Mbooni West.
Maa Speaking Counties
- Narok: Transmara, Kilgoris, Suswa.
- Samburu: Oldonyiro- Samburu North
- Laikipia: Laikipia North
Other Counties
- Muranga: Kakuzi (Gatanga), Makuyu
- Kisumu: Nyakach.
- Nandi: Tindiret.
