Under
the education sector, the Treasury views this sectorial working group as being
composed of;
- State Department of Education.
- State Department for science and technology.
- Teachers Service Commission.
2015/2016 Financial Year
During
the budget making process, the National Assembly had approved the allocation to
TSC to stand at Kshs. 171.241 billion. However, during the budget reading, the
Tresury had increased the allocation by 6% to Kshs. 181.412 billion.
The reason
was that an additional Kshs. 10.171 billion was required to implement the new
house, commuter, hardship and other allowances for teachers.
As at now, the implementation of the new allowances has not been effected.
Breakdown of Kshs. 181 billion
- Total allocation on remunerations = 174,302
billion.
- Allocation
towards governance and standards: 199 million.
- General
administration, plan & support services: Kshs. 6.911 billion.

Breakdown of Kshs.
174.3 billion
Kshs. 174.2 billion is meant for payment of salaries. Below is
its breakdown;
- Primary Teachers – Ksh 97 bln
- Secondary Teachers – Ksh 55.8 bln
- Tertiary Teachers – Ksh 21.4 bln
Sum= 97bln+55.8bln+21.4bln
Sum= 174.3billion
Comment on the Budget
The Kenyan public has been made to think that
Kshs. 174.3 billion will directly meet the cost of payment of salaries. Unless the payment of the new allowances is effected, the Kshs. 174.3 billion will continue to be used as a reference for the wage bill and yet in the real sense, the total allocation has not been disbursed.
The Kshs. 2.2 billion meant for promotion is allocated outside the Kshs 174.3 billion.
Notice that it is in the domain of the general public that the new allowances will be paid at Kshs. 9.3 billion. The 9.3 billion was the sum in January 2015 when TSC made an offer. The Treasury allocated Kshs. 10.171 billion for the new allowances which are yet to be paid.
