While working on a review article on
PSC jobs in the 2015/2016 financial year, Pesa
Mashinani has identified a
trend that has informed the preparation of this short article.
The title of the article says it
all. The main reason why Kikuyu and Kalenjin cannot easily get Government
jobs is because of the principle of inclusivity.
Members of communities from Central
Kenya and the Kalenjin Rift Valley had a difficulty securing jobs in the 2015
recruitment exercises that were conducted by PSC. For Kalenjins, the worst
affected are the Kipsigis sub-tribe and the Nandi-sub tribe.
Who are Getting Jobs?
If you are from a county that is not
found in Central Kenya and Kalenjin Rift Valley then you are highly likely to
be hired. You also need not to be from these two communities.
The Public Service Commission (PSC),
it seems, has been keen not to hire members from Kikuyu and Kalenjin Community for reasons best known to the commission. Probably in a bid to calm down public uproar over the issue of preferential hiring of people
from the two communities.
Is Meritocracy Observed?
When the recruitment exercises are analyzed on the basis of whether meritocracy or inclusivity was observed, the result is that both were observed. However, inclusivity overrode meritocracy.
