The
Salaries and Remuneration Commission is gearing up to conduct a comprehensive evaluation
in the disciplined forces.
The
SRC job evaluation in KDF, NYS, Kenya Police Service, Kenya Prisons Services among others is part of an ongoing exercise that is geared
towards the preparation of a guide on remuneration and benefits in
the entire public sector.
The
evaluation targets the entire national security service (excluding the NSIS).
The services to be evaluated are;
- KDF
(Which is composed of the 3 forces).
- National
police service; Which is composed of;
- Prisons Services.
- Administration Police.
- Kenya Police Service. Take note that the Kenya Police is very large in
terms of the number of departments because inthere you have the traffic
department, the regular police, the GSU, the ATPU, Kenya Forestry Service (KFS), Kenya Wildlife Service (KWS) etc.
Status of job
evaluation: SRC
advertised for tenders on 19 August 2015. The tenders is entitled, “Request for
consultancy services for undertaking a comprehensive job evaluation for the
public service in the disciplined forces.”
There
is little chance for Kenyan Companies to win a tender of this magnitude. This
tender will be won by either one of the Big Four accounting and consultancy
firms such as PWC, Delloite, KPMG and E&Y.
SRC
is currently carrying out job analysis in the county governments. The tender
for the county job evaluation was awarded to PWC. It will be interesting to
know which company will the tender to conduct the job evaluation in the
disciplined forces.
Retrenchment
following job evaluation
Taking
into consideration the job evaluation that was conducted by SRC on the Civil
Servants, the outcome of a job evaluation involves recommendations about the following
key areas;
- Redundancies
in the work force (i.e. Duplication in the work place)
- Restructuring
of the work force.
- Qualifications
of the work force. This will be an interesting report to read.
- Salaries and benefits.
Several
civil servants had been scared that at the end of the job evaluations in March
2016, there will be massive retrenchment. However, SRC has clarified that no
civil servant will be retrenched following the evaluation. This is highly
likely to hold true for the disciplined forces. So there is no reason to panic.
