Careerwise, things are not that rosy in the lakeside. Recruitment in this financial
year are literary frozen. This is according to the fiscal plan for this
financial year.
Citing
a need to tame recurrent expenses due to payment of salaries, allowances, pension, personal insurance, mortgage and gratuity, Kisumu County jobs 2015/2016
have been frozen.
No job creation strategies in place
As
the county puts a stop to hiring of new personnel, it has not put in place
robust measures that can create more jobs particularly for the youth of Kisumu.
A majority of the youth in Kisumu are unemployed and they do not have
sufficient capital to start their own businesses. This scenario has led to a
high rate of cr!me that is being witnessed currently in various parts of
Kisumu.
Silence on ECDE recruitment
The
county has stated in its 2015/2016 budget that it will construct 60 new ECDE
centres. However, the budget is silent on whether ECDE teachers in Kisumu
County will be recruited in 2015/2016 FYI.
Freeze doesn’t mean no
jobs at all
A
hiring freeze means that non-essential recruitment are not conducted. Only essential
recruitment such as hiring for replacement are conducted. That is, there are no
“Massive recruitment into new positions.”
This
clamp down on recruitment is the reason why we have not witnessed major
recruitment exercises by the Kisumu County public service board in recent past.
